IDRISS OUTMAN: Based on our experience, we realize that as of now or in the near future, the government's meager resources cannot allow it to respond to the basic needs of the population. This project will have a great impact in improving the living

  condition of people in that it will create activities which will generate incomes to the Chadian people. And with this income they can improve the conditions of their lives, they can care for the education of their kids, and they will have more access to health care. So once again, Africare and myself as a Chadian leading this institution are supportive of the oil transportation project.
